Key findings
Report states that there were 16 discrimination cases on the ground of race and 15 on the ground of ethnicity in court procedure. No data on solved cases or verdict is given. In 2012, Government adopted Migration policy 2013-15 with a goal of timely answering to positive and negative impacts of migrations. Ombudsman’s complaint states that activities in the Migration Policy are focused on Ministry of Interior (MoI) rather than dispersed on different sectors of state administration. Statistics on the number of asylum seekers and grantees is cited from ECRI’s and MoI’s statistics stating there were 1193 asylum seekers most of whom came from Afghanistan with the increase of persons from Somalia. Regarding the discrimination on the ground of religion, Report doesn’t mention any cases of possible discrimination of Muslims.

One of the obligations of the Ombudsman envisaged by the Anti-discrimination Act is to submit an annual report on the occurrences of discrimination. Therefore, report has a twofold goal: it shows the work of the Office based on the authority of the ADA, i.e. through citizen complaints, participation in court proceedings and special promotional activities, and provides an overview of the occurrence of discrimination in the Republic of Croatia during the reporting period.
